IS THE US DECLINING AS A HEGEMON, AND WILL THE RUSSIAN-UKRAINIAN WAR LEAD THE WORLD TO A NEW WORLD ORDER?

“It is not about declining hegemons; rather, it is having multiple hegemons at the moment. So this is the reason the world has become once again multipolar. So in that multipolarity, obviously, the anarchy will continue to remain because the anarchic nature of realism is still returning what we call anarchy. It’s another fancy name for real politics. And in that case, obviously, this particular invasion is not war. Make it clear that the Russian invasion is going to really determine the new world order that has already been in place, and regarding the Biden administration’s tilting towards South Asia, the Biden administration is not tilting towards South Asia.
Generally, foreign policy refers to some artificial policies prescribed over the concerns or interests of the states. Foreign policy analysis is the study of these policies. It helps us to understand and examine the various reasons why policies are formulated and implemented and how this implementation or policymaking is influenced by some determinants, both internal and external. Where international systems, international organizations, legal personalities, and others are impacted by policymaking, the decisions of this policymaking are largely dependent upon the nature of policymakers, the structure of government, public opinions, and some others.
“One country, two state systems” policy is one of the recently developed concepts of administration. The concept “One Country, Two Systems,” also called the scientific method of administration according to Chinese officials, was developed by Den Xiaoping in practicing their PRC relationship with Hong Kong and other administrative regions. The concept basically demonstrates that ‘One Country’ represents the People’s Republic of China (PRC) or Mainland China, and ‘Two Systems’ prevail in the economic system: the PRC as a socialist and Hong Kong and others as capitalists in their dealings with economics, and both systems would be undertaken by PRC authorities.
The COVID-19 pandemic is disrupting the lives of millions globally, and South Asian people are one of them. In South Asia, cases are rising, doubling almost every week. Many policies, tough or soft, have been taken by the countries of South Asia with respect to the WHO. Lockdowns are the harshest on poor families and migrant workers. Moreover, the availability of food has become a growing concern, especially for the poor. Economic growth in South Asia is projected to be between 1.8 and 2.8 percent this year, potentially the lowest in 40 years. COVID-19 hits all South Asian countries, triggering a recession in some that could linger into 2021.
To understand the idea of Chinese hegemony, it is important to understand what is actually called hegemony. Hegemony simply refers to the dominance of a certain group over another. The term “hegemon” initiated from this, refers to the dominant group. This hegemony can be set on different terms and norms that may or may not validate the dominance. (Rosamond, 2016). This can be based on the consent of the dominated group as well, whereas, other kinds of dominance can be based on the will of dominating leader or group. (Holzschuch, 2020). Now, an Italian politician and the Marxist philosopher Antonio Gramsci properly introduced this theory.
Bangladesh and China have enjoyed a cordial and friendly relationship over the past fifty years. As economic and developing partners, now both countries are approaching strategic engagement with each other. Regarding the BRI project, for both OBOR and Strings of Pearls, China considers Bangladesh a strategically vital area. Bangladesh, owing to its peace-oriented foreign policy dictum “Friendship to All, Malice to None”, welcomed such an ambitious development project from China and had become part of BRI. But some observations and ambiguities related to the BRI have become essentiality to address from both sides, especially from the Chinese side.
The legal framework that regulates the conduct of war or armed conflicts is termed International Humanitarian Laws (IHLs). These laws are basically concerned with two sorts of armed conflicts: 1. international armed conflicts (IACs), which occur when more than one state is engaged with another with or without any formal declaration of conflict, and 2. non-international armed conflicts (NIACs), which represent hostilities between government armed forces and more than one non-governmental armed group.

In recent years, one belt, one road, the South China Sea issue, the US-China trade war, the Wuhan lab leak conspiracy, the Taiwan issue, etc., have been the bones of contention between the two major powers of the world, the United States and China. After the fall of the Soviet Union in 1991, the United States emerged as the sole hegemon—a leading power in the international system—but the country is now encountering difficulties in managing its position of leadership.
